- What will the building look like? Who is designing it?Our team is led by Holst, a Portland firm based in the Central Eastside. - How will the affordable housing be financed?Financed with tax-exempt bonds and Low Income Housing Tax Credits, the project was also awarded $37 million from Metro’s affordable housing bond program, the largest funding award to date for an affordable housing project in Portland.
- How many homes will be affordable? Who will be served?As a non-profit affordable housing developer and manager, BRIDGE Housing is seeking to maximize the number of affordable units and level of affordability subject to funding available. The team envisions a 100% permanently affordable building with 222 affordable units, 2 manager units and a shared courtyard and paseo that will serve as the hub of the project and broader Hollywood neighborhood. All residents will be part of households earning 30-60% of the Area Median Income. 126 homes will be family-friendly two and three-bedroom units and the remaining 96 homes will be studios and one-bedrooms. All homes will be affordable to households earning 60% or less of the Area Median Income, including 71 homes that will be affordable to those earning 30% or less of Area Median Income. - How will the Hollywood/NE 42nd Ave Transit Center change?
- Bus service relocation. To allow for the construction of the affordable housing building, buses at Hollywood Transit Center will move from their current locations to new on-street locations.
- Redesigned and improved Halsey St and NE 42nd Ave intersection. Nearby Halsey and 42nd Avenue will be redesigned and improved as a “T-shaped” intersection.
- New community gathering space, including a new “paseo” walkway. The transit center reconfiguration will create a new landscaped, pedestrian-friendly walkway that will modernize and enhance connections between the transit center, the I-84 pedestrian bridge, Laurelhurst, and Hollywood neighborhoods.
- Redesigned and improved pedestrian and bike connections. The paseo walkway will lead to a new ADA-accessible ramp and stair structure for pedestrians and bicyclists accessing the I-84 pedestrian bridge and MAX platforms.
- Tribute to the tragic events of May 2017. Reconstruction of the existing ramp and stair structure will necessitate the removal of the temporary tribute mural. The May 2017 tragedy will inform the design ethos and expression of the overall site to create an inclusive public space that fosters a sense of belonging.
- Will there be any potential changes to MAX and bus service?Service frequency and levels will not change, but some bus schedules will alter slightly. MAX services will not be affected.
- What about interruptions to transit service or access during construction?Transit service will not be interrupted, and there will be minimal access disruptions to the transit center during construction. Bus stop adjustments will be in place before the transit center is redeveloped, allowing for continuity of service and minimizing any disruption.
- What are the community benefits?HollywoodHUB will prioritize diversity and inclusivity with an integrated and welcoming design that includes public gathering and event spaces. Access to the TriMet service for pedestrians and cyclists will be substantially improved, as will access to active transportation modes like shared micro-mobility. The project will also include community and retail amenities that face a new courtyard area pedestrian space. HollywoodHUB will be a neighborhood destination combining community, transit and lifestyle while promoting access, equity and opportunity for everyone. BRIDGE, as the developer of the affordable housing building, is committed to 30% of contracting for professional services and construction to minority, women-owned and disadvantaged small businesses.
- What about community engagement? How can I share my ideas?Since summer 2020, we have held over 30 virtual meetings with a wide range of local stakeholders and community groups. Engagement will continue throughout development and the project team is planning to start in-person events in the Hollywood neighborhood as soon as public health conditions allow. We will also continue to conduct engagement online via forums such as virtual town halls and open houses, email lists, and other methods that allow you to follow this effort and share your ideas remotely.
